Responsibility for Iraq, Iran, and North Korea has been passed on to lower ranked individuals.
She's supposedly working on Israels/Palestine, but what's really going on there?

I don't know. Is Dr. Rice really anything more the Bush's messenger? Can she negotiate? Is she capable of debate... of thinking on her feet... of creative thought? Or is she like a spounge, soaking up information only to simply release it later?
An encyclopedia has a ton of knowledge -- information anyway -- but it will never think on its own or create anything new.

She's loyal. That's her qualification.
Besides, she doesn't run foreign policy. That's decided by Cheney with input from Hadley. That' the foreign policy apparatus.
Anyone who really wants to make a deal works through one of them.
