Well, I noticed.
But what I heard was that the US's attention was on foreign problems, rather than domestic ones.
Which, to me, sounds something like an excuse, and a plea to be let off the hook -- when the whole 9/11 thing was so obviously allowed/engineered to happen in the first place.

All I kept thinking was the plaintive repeat of "Nobody could have forseen....." that we heard for so long as an excuse.
