India says Pakistani government involved in Mumbai.

I don't know enough about Indian politics to put this in context, but this represents a substantial raising of language, especially coming from the Indian PM.
November's attack on Mumbai must have had support from some official agencies in Pakistan, Indian Prime Minister Manmohan Singh has said.....

Mr Singh again criticised Pakistan's policies on tackling terrorism, saying it had "given sanctuary to terrorists and other forces who are antagonistic to India".


In the NYTimes, the allegation seems to be in terms of "elements (ISI/military) must have been involved" rather than hard proof. "Retired officers" seems to be the closest they come to hard links.
In a presentation to a number of foreign diplomats earlier in the day, Indian officials detailed the involvement of retired Pakistani military officials in training the gunmen who carried out the Mumbai attacks, according to two diplomats present.


Everybody knows the links are true, but no hard proof yet.

  • Yeah. The one thing is, it appears to be pretty stable. The Indians will likely gain nothing by any offensive actions.

    The question is, who is pulling the Pakistani strings? Do they see the equation the same way?

    But a Kashmir solution does look father away.

  • The idea is to keep the pressure on Pakistan so that they do something about radical Islamists. India is a part of the equation.

    I'm not sure how angry the average Indian is about the Mumbai attacks but the Indian government keeps making accusations. Is somebody encouraging that? I think the US has more influence on India than it does on Pakistan.

  • Thoughts. 1) Definitely. The Indians want to highlight any possible government links, if not for direct reasons of Mumbai, then for the intent of cutting down/cutting off those links in the future. With the Indians yelling to the international community, the ISI and military have to play quiet.

    2)What "average" means in India is pretty tough as the society stretches from starving single lot farmers to the the urban, but from what I've read, Indians are very mad.

    3) I think the US has lots of ties into India and influence, but not too much of an ability to "push."
