Poverty is a sign of weakness of character. People are poor because they lack ambition and just looking for a handout. That's what the Republicans told me anyway.

Yeah, but I also think it's a learned helplessness towards poverty. Partly for the reason you say, but, also because there's an acceptance that it's insoluble.
